Open source - a2billing

I’m exploring alternatives to a2billing and found this software which seems to be very robust.
Is this software open source? Can I use it in commercial environments?

yes, and yes. Only thing I do not like it does not act as an SBC so you can route their call into “Sorry, your bill is past due.”
